Use the official TfL vehicle checker for the specific car. Keep the result with your shortlist and ask about any discrepancy between the listing, vehicle documents and the checker.

What emissions standard is required?
TfL bases ULEZ compliance on a vehicle’s declared emissions, rather than its age. For cars, the minimum standards are:
for nitrogen oxides (NOx).
for nitrogen oxides and particulate matter.
Read TfL’s guidance for cars for the current standards and charging rules. Check the registration of the exact vehicle instead of assuming that every car of a certain year qualifies.
